Requires all rate filings and related actuarial information for homeowner's insurance coverage in Alabama filed after the act's effective date to be treated as public information.

Makes rate filings and actuarial information available for public review at the Commissioner of Insurance office in Montgomery, Alabama and via the Department of Insurance website.

Exempts proprietary actuarial risk analysis, forecasting information, and information restricted by statute or rule from public disclosure as commercially valuable trade secrets under Alabama law.

Requires confidential information to be submitted under separate cover with clear confidentiality designation and maintained separately from public records; Department of Insurance cannot release without court order.

Requires at least 10 business days' notice to the applicable entity if confidential information is requested by court order from the Department of Insurance; becomes effective the first day of the third month following passage and approval.
