SB24 Summary

• Amends Alabama Code sections governing the Alabama Criminal Justice Information Center (ACJIC) Commission and Center to expand operations, membership, and powers including homeland security information sharing.

• Establishes the crime of "misuse of ACJIC information" as a Class B felony with penalties of $5,000-$10,000 or up to five years imprisonment for willfully falsifying or improperly accessing criminal records.

• Authorizes the commission to charge fees not exceeding $25 for noncriminal background checks and establishes the Alabama Statistical Analysis Center to compile and publish crime statistics.

• Ratifies and implements the National Crime Prevention and Privacy Compact (42 U.S.C. §14616) to facilitate interstate exchange of criminal history information for noncriminal purposes including employee licensing and screening.

• Authorizes any licensing or permitting agency, board, or commission in Alabama to require criminal background checks as part of licensing requirements and allows probate judges to access criminal history information for name changes, adoptions, and estate matters.
