Appropriates $300 annually from the Education Trust Fund to each public state earned classroom teacher in grades K-12 for classroom supplies.

Defines eligible classroom supplies as paper goods, cleaning supplies, hand soap and cleaner, pencils, pens, paper, and similar general supplies used regularly in the classroom.

Authorizes the State Superintendent of Education to promulgate rules for implementation, including a simple and minimal paperwork method for teachers to account for expenditure of funds.

Becomes effective on the first day of the third month following passage and approval by the Governor.
