• Amends emergency contract provisions to allow contracts up to 60 days without committee review, or 120 days if the Contract Review Permanent Legislative Oversight Committee has not been formed by end of quadrennium.

• Prohibits state institutions or agencies from entering a second identical or substantially similar emergency contract for the same services within one calendar year of the initial emergency contract.

• Requires immediate notification to the committee when an emergency contract will be followed by a subsequent longer-duration contract, with the committee's 60-day review running concurrently with the emergency contract term.

• Establishes selection procedures for professional services contracts including attorneys, physicians, architects, engineers, and other professionals based on qualifications and competitive bidding.

• Requires all requests for proposals to be sent to all interested professional service providers regardless of race and mandates that professional service provider lists seek racial and ethnic diversity of the state.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
