Adds Section 22-9A-11.1 to the Alabama Code to allow the State Registrar to issue a Certificate of Foreign Birth without judicial proceedings for children adopted from foreign countries who automatically acquired U.S. citizenship.

Exempts children with a Certificate of Citizenship under the federal Child Citizenship Act (P.L. 106-395) from the judicial report requirement otherwise needed to obtain a Certificate of Foreign Birth.

Requires adoptive parents to submit six supporting documents: child's Certificate of Citizenship, certified foreign birth certificate with English translation, foreign adoption documents certified by U.S. Embassy with translation, child's Social Security card, parent's valid government-issued photo ID, and proof of Alabama residency.

Directs the State Registrar to develop necessary forms for adoptive parents to request a Certificate of Foreign Birth reflecting the child's actual date and place of birth.

Becomes effective January 1, 2013.
