SB 295 Summary

• Proposes constitutional amendment to replace existing legislative compensation provisions with an annual salary equal to Alabama's median annual household income, adjusted yearly by the State Personnel Board effective December 1st.

• Repeals existing compensation provisions from Constitutional Amendments 39, 57, and 339, and Acts 1196 (1971), 87-209, 90-490, 91-95, 91-108, and 2007-75.

• Requires legislators to submit signed vouchers for expense reimbursement following the same process as state employees, with approval from the President of the Senate or Speaker of the House.

• Limits travel expense reimbursement to out-of-district official business at state employee rates; prohibits reimbursement for members residing less than 50 miles from Montgomery.

• Prevents the Legislature from increasing, supplementing, or enlarging compensation or expense reimbursement; requires State Personnel Board to promulgate enforcement rules and provide annual reports on legislative expense reimbursement.
