• Validates incorporations attempted prior to the act's effective date if based on the territory description in the probate judge's order or the electors' petition, regardless of failures in petition signatures, publication, posting, or other procedural requirements.

• Extends validation to all municipalities incorporated after 1990 where a probate judge entered an incorporation order, with ab initio validation of the incorporation and any corporate limit extensions or alterations occurring before May 29, 2008.

• Exempts from validation any municipality previously held invalid by court judgment or where litigation was pending before the effective dates specified in each subsection.

• Requires validated municipalities to comply with provisions in Sections 11-41-1 and 11-49-80 regarding control, management, and maintenance of public streets within incorporated limits.
