The Division of Control and Accounts with the State Department of Finance must establish and maintain a statewide database of all requests for proposals for public contracts posted on the state website.

The database must include requests from the State of Alabama, state agencies, boards, commissions, departments receiving state or federal funds, the State Board of Education, and public colleges, trade schools, and universities.

All state entities subject to the requirement must cooperate with and provide information to the Division of Control and Accounts to implement the database.

The database is a public record accessible to all citizens at no charge, either in person or via the state website, with each request for proposal remaining available until the last posting date required by law expires.

The act becomes effective January 1, 2013, and beginning October 1, 2013, the Division of Control and Accounts may charge agencies and departments receiving state or federal funds for this and other services provided.
