• Appropriates $8,942,227 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2013, for support and maintenance of the institution's educational program.

• Requires at least $1,284,788 of the appropriation to be expended for agricultural research and extension service state match.

• Mandates submission of an operations plan for fiscal year 2012-2013 and an audited financial statement for fiscal year 2010-2011 prior to fund release by the Director of Finance.

• Requires quarterly reports comparing actual to planned expenditures and accomplishments, and an end-of-year performance report documenting work accomplished, services provided, and program effectiveness measures.

• Establishes that all required reports be forwarded to the Joint Fiscal Committee and makes the act effective October 1, 2012.
