SB317 Summary

• Amends Alabama Code Sections 17-16-2 and 17-16-2.1 to expand the definition of reimbursable election expenses for counties, including costs for programming and testing election equipment, and other reasonable and necessary election costs with adequate documentation.

• Expands the Election Expense Reimbursement Committee from 9 to 12 members by adding the Director of the Legislative Fiscal Office, the President of the Association of County Commissions of Alabama, and the President of the Alabama Probate Judges Association.

• Requires the committee to meet at least 90 days before any state primary to develop and approve a list of reimbursable expenses for the upcoming election cycle.

• Grants the Comptroller final authority to determine which recommended expenses are approved for reimbursement and requires the Comptroller to provide written explanation to the committee if rejecting any recommended expense.

• Takes effect on the first day of the third month following passage and approval by the Governor.
