• Amends Section 41-22-7 of the Code of Alabama 1975 to delete the requirement that the Public Service Commission submit its adopted rules to the Legislative Reference Service.

• The Public Service Commission remains excluded from the definition of "agency" under the Alabama Administrative Procedure Act, so general AAPA rule adoption and publication provisions do not apply to it.

• Removes the specific requirement for the Alabama Public Service Commission to file all rules, amendments, or repeals with the Legislative Reference Service within 15 days of adoption.

• Maintains the requirement for other agencies and the Alabama State Port Authority to file their rules with the Legislative Reference Service within 15 days of adoption.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
