Applies exclusively to Montgomery County and authorizes the Judge of Probate to install, enhance, and maintain an improved system for recording, archiving, and retrieving real and personal property instruments and documents.

Establishes a special recording fee of $5 per real property instrument, personal property instrument, and Uniform Commercial Code document filed in the probate office, effective immediately upon the act becoming applicable to Montgomery County.

Requires all special recording fees to be deposited into a "Judge of Probate Fund" to be used at the Judge's discretion for improved recording systems, equipment, maintenance, and services; Judge must report annually to Montgomery County Legislative Delegation on fund usage.

Designates documents recorded in the improved system (whether computer-generated, on optical disk, or on paper) as the official record for recording purposes under Section 12-13-43, Code of Alabama 1975.

Repeals Act 591 of the 1965 Regular Session and transfers any existing special account funds from the prior system to the new Judge of Probate Fund; act becomes effective on the first day of the third month following passage and approval.
