• Allows employees to accumulate unlimited sick leave days, with earned and unused sick leave transferrable between employers within covered organizations.

• Limits sick leave credit for retirement purposes to a maximum as authorized in the statute, with the Teachers' Board of Control establishing uniform policies for applying accrued sick leave toward retirement.

• Restricts legislative branch employees (Alabama State Senate, House of Representatives, and Legislative Reference Service) to carrying over only actual sick leave hours or the amount allowed under Section 36-26-36 as of January 1, 2013, with excess earned thereafter subject to escrow rules.

• Permits state employees to donate accrued annual, sick, or compensatory leave to other state employees who have qualified for catastrophic sick leave or maternity leave, with a lifetime cap of 480 hours without State Personnel Board approval.

• Becomes effective October 1, 2012.
