Amends Section 35-11-210 of the Alabama Code to require mechanics, persons, firms, and corporations to obtain a judicial decree that payment has not been received before declaring a lien on a building or land.

Lien holders may still place liens on buildings, improvements, and land according to existing ownership extent and area limitations, but only after satisfying the judicial decree requirement.

Preserves existing notice provisions allowing material furnishers to notify property owners in writing of materials to be supplied and their specified prices, which allows liens for full prices without regard to unpaid contractor balances if the owner does not object.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
