• Maintains existing penalty structure: minimum $50 for first offense, $200 for second offense, and $500 for third or subsequent offenses, with second and subsequent offenses requiring minimum 40 hours of community service.

• Establishes fine distribution: 50% to local government or agency employing the officer/individual issuing citation, remainder split between Administrative Office of Courts and Department of Mental Health for developmental disabilities programs.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
