SB407 Summary

• Deletes the separate consideration of vehicle frames and instead authorizes title issuance for rebuilt vehicles when a majority of major component parts (not just the frame alone) were not obtained from junk vehicles.

• Prohibits titling of vehicles marked as junk, parts car, parts only, or nonrebuildable by any state, or vehicles with certificates of destruction or bills of sale with similar language.

• Requires salvage vehicle owners to provide notarized bills of sale for major component parts and evidence of rebuilder licensing, with application fees of $75 and title fees of $15.

• Establishes a real-time online verification system for automotive dismantlers and parts recyclers to check vehicle titles, liens, and stolen status with fees of $5 per submittal or $500 annually.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
