AL SB420

Allows homeowners to cancel written contracts with residential roofing contractors funded by property and casualty insurance proceeds prior to midnight on the fifth business day after receiving written notice from the insurer that all or any part of the claim is not covered.

Requires roofing contractors to furnish insureds a statement in 10-point boldface type explaining cancellation rights and provide a duplicate "Notice of Cancellation" form easily detachable from the contract.

Prohibits roofing contractors from requiring payment from insureds during the five-day cancellation period, except for emergency services acknowledged in writing by the insured as necessary to prevent property damage.

Voids any contract provisions requiring payment of fees other than emergency services if the insured cancels pursuant to this act.

Prohibits residential roofing contractors from representing or negotiating insurance claims on behalf of property owners related to roof system repairs or replacements.
