Provides civil immunity for medical school graduates working as residents in residency training programs at the University of South Alabama or University of Alabama academic medical centers.

Immunizes residents from civil liability for damages resulting from actions taken or recommendations made within the scope of their function as resident physicians.

Declares that an adequate supply of licensed physicians is vital to state healthcare and that residency training is necessary for physicians to obtain advanced certification and licensure in Alabama.

Becomes effective on the first day of the third month following passage and approval by the Governor.
