SB422 Summary

• Requires voters applying for absentee ballots to submit a copy of acceptable personal identification with their application, rather than only submitting it with the voted ballot.

• Exempts voters identified in Section 17-9-30(c) from the absentee ballot identification application requirement.

• Designates absentee ballots cast without proper identification as provisional ballots, which must be verified by the board of registrars by 5:00 P.M. on the Friday following the election.

• Establishes that provisional absentee ballots not verified with identification by the deadline shall not be counted.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
