Amends Section 30-7-6 of the Code of Alabama 1975 to expand standards for perpetrator counseling programs for domestic violence offenders.

Establishes that programs providing education and intervention services to domestic violence perpetrators must be operated by community-based, nonprofit agencies governed by community-representative boards.

Requires perpetrator programs to have the primary goal of reducing and eliminating domestic violence, operate their principal business in Alabama, and adopt state standards established by the coalition.

Mandates programs provide documentation of their adoption and implementation of prevailing state standards to referring courts.

Prohibits perpetrator treatment programs from receiving state funds allocated to the coalition for disbursement to domestic violence shelters.

Takes effect on the first day of the third month following passage and gubernatorial approval.
