SB434 Summary

• Establishes the Office of Fleet Management within the Department of Transportation, directed by a State Fleet Manager appointed by the Transportation Director, to manage acquisition, purchase, lease, operation, maintenance, and disposal of all state motor vehicles.

• Creates the Transportation Revolving Fund to finance Office of Fleet Management operations through mileage fees charged to state agencies for vehicle usage, with funds not reverting at fiscal year end.

• Requires all state-owned and leased motor vehicles to be transferred to the Office by October 1, 2014, and prohibits vehicle allocation to agencies without approval from the State Fleet Manager.

• Establishes motor vehicle transportation pools in Montgomery and other designated areas, with agencies charged per-mile fees to cover operational costs including employee salaries, vehicle acquisition, maintenance, and replacement.

• Makes unauthorized use of state vehicles a misdemeanor and grounds for suspension or dismissal; repeals Chapter 17, Title 41 of the Code of Alabama 1975 (Sections 41-17-1 to 41-17-9); becomes effective immediately with full implementation by October 1, 2012.
