• Mandates manufacturers provide either a full refund (including purchase price, finance charges, sales tax, and collateral costs minus reasonable allowance for use) or a comparable replacement device within 30 days if repairs are refused or unsuccessful.

• Voids any consumer waivers of rights under the act and allows consumers to bring legal actions within one year of violations, with courts awarding up to twice the pecuniary loss plus costs, attorney fees, and equitable relief if the consumer prevails.

• Takes effect on the first day of the third month following passage and gubernatorial approval.
