Amends Section 32-6-62 of the Alabama Code to allow the Commissioner of Revenue to prescribe the validity period for motor vehicle license plate designs.

Establishes a minimum validity period of five years for all motor vehicle license plate designs, subject to approval by the License Plates Legislative Oversight Committee.

Permits the Commissioner of Revenue to authorize license plate designs to remain valid for more than five years with committee approval.

Preserves any existing state laws that designate specific license plate designs as permanent.

Becomes effective on the first day of the third month following passage and approval by the Governor.
