Requires permits for use of pyrotechnics before proximate audiences (indoor events with audiences), with fees of $100 per event ($50 for additional events same day), and authorizes State Fire Marshal to confiscate unpermitted pyrotechnics.

Reduces distance requirement for igniting fireworks from 600 feet to 300 feet from churches, hospitals, schools, and enclosed buildings, and prohibits sale to persons under 16 without adult accompaniment.

Authorizes municipalities to issue summons for violations of local ordinances prohibiting aerial and audible fireworks devices, while preserving local authority to impose stricter restrictions on these specific devices.
