Removes the requirement that physical therapists practice only upon referral from a licensed physician or dentist.

Requires physical therapists who evaluate and treat patients without a referral to inform the patient's physician or dentist within seven business days of evaluation (with patient consent).

Mandates that physical therapists consult with or refer patients to a licensed physician or dentist if no substantial progress is made within 45 days of initial visit, unless services are for fitness, wellness, or prevention purposes.

Requires physical therapists to refer patients to physicians or dentists when symptoms indicate a medical condition outside the scope of physical therapy practice or when physical therapy is contraindicated.

Establishes that physical therapy licensure applicants must hold a master's or doctorate degree, or a bachelor's degree with four years of practice experience within the preceding six years, and must be a U.S. citizen or legally present immigrant.
