SB 453 Summary

• Amends Section 32-6-64 of the Code of Alabama 1975 to authorize the Commissioner of Revenue to prescribe the manner in which persons apply for and remit funds for the commitment to purchase process for new specialty license plates.

• Changes application and payment procedures from county issuing officials to a method prescribed by the Commissioner of Revenue, including handling of credit card processing fees paid by applicants.

• Specifies that if a sponsoring organization fails to achieve the required minimum number of commitments (250 for Quantity Class 1 or 1,000 for Quantity Class 2) within one year, the organization cannot submit another application for a period of one year from the date the commitment period ended.

• Clarifies that distinctive license plate categories are limited to use on passenger cars, pick-up trucks of not more than 8,000 pounds gross weight, and self-propelled campers or house cars.

• Becomes operative for license plate applications on January 1, 2013, or as otherwise provided by departmental rule.
