Requires written consent from the spouse of a married person before that person can donate sperm or eggs through a licensed physician for assisted reproduction purposes.

Mandates that consent by a married woman to assisted reproduction for herself must be signed by both the woman and her husband and maintained by the assisting licensed physician.

Permits withdrawal of spousal consent at any time before placement of the donated eggs, sperm, or embryos through a signed record maintained by the licensed physician.

Specifies that a husband's failure to sign required consent does not prevent him from being found the father of a child born to his wife if they openly held out the child as their own.

Takes effect on the first day of the third month following passage and approval by the Governor.
