Mandates completion of a 20-hour prelicensing course and passage of a written examination before agents can be licensed, with exemptions for agents with 5+ years of prior experience or previous licensure.

Requires 24 hours of continuing education every two years to maintain licensure, including a minimum of 3 hours in ethics.

Establishes grounds for license denial, suspension, or revocation including fraud, misrepresentation, felony conviction, or violation of insurance laws, with civil penalties up to $10,000 per violation.

Effective January 1, 2013, with existing agents granted up to 6 months to meet licensing requirements; allows Commissioner of Insurance to delay enforcement up to 24 months for implementation purposes.
