Adds cerebral vascular accident or stroke to the definition of "firefighter's occupational disease" for municipal firefighters employed by cities.

Extends death and disability benefits for occupational diseases to state firefighters, covering hypertension, heart disease, respiratory disease, cerebral vascular accident or stroke, cancer, HIV, and hepatitis.

Requires the state or municipality to prove by a preponderance of evidence that a condition was caused by means other than occupation to disqualify a firefighter from benefits.

Applies to state firefighters who passed a physical examination upon entry showing no occupational disease and completed three years of service, or those completing an exam by January 1, 2013.

Becomes effective the first day of the third month following passage and approval, with retroactive applicability to September 10, 2011.
