Extends the filing deadline for contract claims against local agencies of state government from the standard one-year limit to one year after the bill's effective date if the claim was originally filed in circuit or district court before the 2009 Alabama Supreme Court ruling in Ex Parte Hale County Board of Education.

Addresses the consequence of the 2009 Alabama Supreme Court decision that reversed prior case law and made local state agencies immune from lawsuits, which left parties without a forum to pursue claims originally filed in court.

Allows affected claimants a new opportunity to present claims to the State Board of Adjustment despite previously missing the standard filing deadline, provided their original claims were filed in circuit or district court before the court's immunity ruling.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon becoming law through other means.
