• Requires the Alabama Supreme Court to adopt guidelines promoting prompt, efficient, and cost-effective resolution of civil actions in circuit courts where the amount in controversy does not exceed $50,000.

• Guidelines must address lowering discovery costs and establishing procedures to expedite civil actions in the justice system.

• Guidelines apply to all damages claims including actual or exemplary damages, penalties, attorney's fees, expenses, costs, interest, and any other damages of any kind.

• Supreme Court guidelines may not conflict with existing state laws governing domestic relations and family law, property law, or tax law.

• The act becomes effective on the first day of the third month following passage and gubernatorial approval.
