Prohibits the State of Alabama and all political subdivisions from adopting or implementing policies that infringe or restrict private property rights without due process, particularly those originating from or traceable to the United Nations' "Agenda 21" adopted in 1992.

Defines political subdivisions to include state, county, incorporated and unincorporated cities, public local entities, public-private partnerships, and any other public entity of the state, county, or city.

Bars Alabama and political subdivisions from entering into agreements, expending money, or receiving funds from non-governmental and inter-governmental organizations accredited by the United Nations to implement Agenda 21 policies.

Becomes effective on the first day of the third month following passage and approval by the Governor.
