Requires grocery stores, restaurants, and other businesses offering beef to notify consumers if beef or menu items contain lean finely textured beef product through labeling, menu notices, or disclaimers.

Defines lean finely textured beef products as beef created from beef trimmings using a process that separates fat to reduce overall fat content.

Mandates notices be placed on product labels or on a placard not smaller than 8.5 by 11 inches in close proximity to the food establishment permit in a conspicuous place.

Directs the State Board of Health to adopt rules for inspection and labeling of menu items containing lean finely textured beef product at food establishments and may establish civil penalties for failure to provide accurate labeling or notice.

Becomes effective on the first day of the third month following passage and approval by the Governor.
