Repeals Sections 27-1-1 through 27-1-17 of the Alabama Insurance Code, eliminating provisions related to insurance penalties, claim forms, and payment processing requirements.

Removes the misdemeanor penalty provision for willful violations of the Insurance Code, which previously allowed fines up to $1,000 and imprisonment up to one year.

Eliminates requirements for standard health insurance claim forms for hospitals, physicians, dentists, and pharmacists, including electronic claims submission standards.

Removes requirements for insurers to pay clean claims within 45 calendar days for written claims or 30 calendar days for electronic claims, along with notice requirements for denied or pending claims.

Takes effect immediately upon passage and approval by the Governor.
