SB499 Summary

• Removes Athens State University from jurisdiction of the State Board of Education and Department of Postsecondary Education, effective October 1, 2012.

• Creates a Board of Trustees for Athens State University consisting of six regional members, two at-large members, one community college representative, the Chancellor of Postsecondary Education, and the Governor as ex officio president.

• Establishes the university's mission as serving upper-division transfer students with a unique focus on advanced education for mature students and community service.

• Provides that board vacancies after initial appointments shall be filled from nominees recommended by a committee including faculty, staff, alumni, foundation, and legislative delegation representatives.

• Authorizes the university president to appoint faculty and staff, establish police officers with full law enforcement powers, and manage university operations subject to board approval.
