AL SB550

Prohibits local boards of education from using seniority as a basis for reduction-in-force, layoff, recall, retention, and other staffing decisions.

Requires reduction-in-force policies to include individual employee performance as the most heavily weighted factor, evaluated based on evidence of performance, instructional skills, and preparation skills that maximize instructional time.

Permits consideration of significant or relevant contributions to the school, degrees and credentials relevant to the school's mission or objectives, and any record of misconduct, criminal conduct, or excessive unexcused absences.

Applies to all public city and county boards of education, the Alabama Institute for Deaf and Blind, the Alabama Youth Services Department District Board, the Alabama School of Fine Arts, and the Alabama High School of Mathematics and Science.

Becomes effective on the first day of the third month following passage and approval by the Governor.
