Amends Alabama Code Section 11-3-1 to standardize county commissioner terms at six years statewide, commencing with the 2014 general election.

Currently, county commissioners serve four-year terms that may vary by county, with probate judges serving as commission chairs and elected for six-year terms in some counties.

Establishes uniform eligibility requirements for county commissioners, including one-year residency in the county or district, except for the first election following redistricting.

Specifies that county commission terms commence at 12:00 a.m. on the second Wednesday following a general election and expire at 11:59 p.m. on the first Tuesday following the successor's election.

Does not affect the terms of county commissioners currently serving six-year terms; becomes effective on the first day of the third month following passage and approval by the Governor.
