Creates an additional circuit judgeship designated as Circuit Judgeship Number 4 in the Thirty-seventh Judicial Circuit (Lee County)

Makes the judgeship conditional on Lee County Commission adoption of a resolution providing funding for 12 months of compensation and benefits for the judge, judicial assistant, and bailiff or law clerk

Requires Voting Rights Act preclearance under Section 5 and county commission approval before the judgeship can be filled at the November 2014 general election or the next general election thereafter

First judge elected to the position shall serve a six-year term beginning the first Monday following the second Tuesday in January after election

Judge will have all jurisdiction, powers, rights, and authority equivalent to other circuit judges and compensation determined under Chapter 10A of Title 12, Alabama Code, with no salary supplement or expense allowance for judges first elected after October 1, 2001
