Applies only to Jefferson County and amends personnel system laws from Act 248 (1945) and Act 805 (1989).

Removes the $5,400 annual salary cap for the director of personnel, allowing the personnel board to set salary amounts without restriction.

Expands the director of personnel's eligibility to participate in all benefit programs on the same basis as other personnel board employees.

Authorizes the creation of exempt executive service positions for any municipality or appointing authority served by the merit system, not limited to Class I municipalities.

Exempt positions serve at the pleasure of the appointing authority with compensation and benefits set by that authority, and employees have no appeal rights or property interest in exempt jobs.
