Authorizes the District Attorney of the Forty-first Judicial Circuit in Blount County to establish and oversee a pretrial diversion program for eligible offenders.

Eligible participants include offenders 18 years or older (16+ for traffic offenses) charged with drug possession, property offenses, misdemeanors, and traffic offenses, excluding Class A felonies, serious physical injury cases, death cases, and forcible sex offenses.

Requires participants to waive speedy trial rights, agree to program conditions, tolling of statutes of limitations, provide statements of involvement, and pay nonrefundable assessment fees of $25 per charge plus supervision fees up to $1,000 for felonies, $500 for misdemeanors, and $300 for traffic offenses.

Establishes a Pretrial Diversion Fund from collected fees, with 90% allocated to the district attorney for law enforcement purposes and 10% to the Blount County Children's Center.

Allows district attorney discretion to terminate participation for program violations and provides privilege protections for program records and communications, except for participant statements of involvement.
