Clarifies that all emergency contracts exempted from legislative committee review must have a maximum term of 60 days, regardless of the type of emergency circumstances.

Prohibits state institutions and agencies from entering a second identical or substantially similar emergency contract for the same services within one calendar year of the initial emergency contract's commencement date.

Requires institutions and agencies to immediately notify the Contract Review Permanent Legislative Oversight Committee upon letting an emergency contract that will be followed by a longer-term contract, including terms, purpose, duration, and other requested information.

Provides that the committee's 60-day review of a subsequent contract runs concurrently with the term of the emergency contract when notification is timely received.

Becomes effective on the first day of the third month following passage and approval by the Governor.
