SB62 Summary

• Amends Alabama Code Section 31-13-28 to add unexpired United States military identification cards (for active duty, reserve, or retired personnel with identifiable photo) to the list of acceptable documents proving U.S. citizenship for voter registration.

• Establishes a State Election Board consisting of the Secretary of State, Attorney General, and Lieutenant Governor to assess citizenship evidence for applicants lacking standard documentation.

• Allows applicants without listed citizenship documents to submit alternative evidence for board review, with opportunity for hearing and legal representation, and board decision issued at least five days before election if application submitted before registration closes.

• Requires the Department of Public Health to provide certified birth certificates at no charge to persons age 17 and older registering to vote who lack other citizenship documents, contingent on oath stating intent to register and absence of other acceptable documents.

• Effective date: first day of the third month following passage and Governor approval.
