Prohibits imposition of the death penalty on any person who was less than 18 years of age at the time of committing a capital offense.

Codifies the U.S. Supreme Court ruling under the Eighth and Fourteenth Amendments that bars capital punishment for defendants under 18 at the time of the offense.

Defines minors as persons under 18 years of age and cites various Alabama Code provisions that restrict minors' activities (weapons possession, certain employment, voting, jury service, contract rights).

Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
