Amends Section 36-25-1 of the Code of Alabama 1975 relating to ethics and the definition of "thing of value"

Permits seasonal gifts from pupils or their immediate family members to school principals, teachers, or other local school system employees when each gift has insignificant economic value of less than $100

Limits aggregate value of such seasonal gifts to less than $250 during any one calendar year and requires circumstances making clear no quid pro quo was understood or implied

Adds new exception (item 19) to the "thing of value" definition in Alabama's ethics code specifically for these school-related seasonal gifts

Becomes effective on the first day of the third month following passage and approval by the Governor
