• Amends the pretrial diversion program for the Thirty-first Judicial Circuit (Colbert County) to specify eligible offenses including traffic violations, property offenses, and misdemeanors where victims did not suffer serious injury.

• Excludes certain offenses from program eligibility: child or elderly person abuse, sex offenses, Class A felonies (except drug-related offenses with substantial law enforcement assistance), serious injury offenses, and offenses involving death.

• Establishes nonrefundable application fee of $150 and participation fees ranging from $250-$1,500 depending on offense type, plus monthly supervision fees up to $50.

• Allocates $25 from each accepted applicant's fees to the Colbert County General Fund; permits district attorney to use remaining fees to support law enforcement operations, equipment, training, and staffing.
