• Exempts firearms, firearm accessories, and ammunition manufactured and retained within Alabama from federal regulation under the Commerce Clause, claiming they have not traveled in interstate commerce.

• Applies only to items manufactured in Alabama from basic materials without significant imported parts, with generic parts like springs and screws exempted from this restriction.

• Excludes from the act weapons that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, exploding ammunition, and automatic or multi-projectile firearms.

• Requires all firearms manufactured or sold under this act to have "Made in Alabama" clearly stamped on a central metallic part such as the receiver or frame.

• Becomes effective on the first day of the third month following passage and approval, applying to firearms manufactured and retained in Alabama on or after October 1, 2011.
