Creates the Elsie Burroughs Davis Alzheimer's Disease Task Force with 28 categories of members including state agency commissioners, legislative chairs, industry representatives, Alzheimer's advocacy groups, and individuals with dementia or caregiving experience.

Task force shall assess the current and future impact of Alzheimer's disease on Alabama residents, examine existing long-term care industries, services, and resources, and develop a comprehensive state response strategy.

Requires examination of dementia-specific staff training, quality care measures, law enforcement capacity, home and community-based resources, guardianship systems, health care disparities, and availability of memory screening and prevention programs.

Task force must hold public meetings and utilize webcasts to gather feedback, then submit a State Alzheimer's Disease Plan to the Governor and Legislature no later than March 1, 2014, at which time the task force terminates.

Total expenditures limited to $5,000, with clerical assistance provided by legislative staff and administrative support provided by the Department of Mental Health.
