AL SJR16

Declares that Alabama waters, as defined in the Alabama Water Resources Act, are natural state resources subject to the state's sovereign power to plan and manage water withdrawal and use.

Establishes state authority to manage water resources to protect public health, safety, and welfare by promoting economic growth, mitigating drought effects, resolving competing water user conflicts, and encouraging conservation.

Directs the Alabama Office of Water Resources to work with other agencies to ensure state stewardship role is reflected in water resource planning and management efforts.

Addresses state protection of water resources from federal and interstate encroachment and clarifies state role in public water protection and restoration during natural disasters.

Adopted by the Alabama Senate on April 26, 2012, and by the House of Representatives on May 1, 2012.
