Establishes the Alabama Spaceport Authority Committee to study the proposal for developing a commercial spaceport in Alabama to support satellite launches and space commercialization.

Committee composition includes the Director of Alabama Development Office (ADO), Director of Economic and Community Affairs (ADECA), Director of the Department of Transportation (ALDOT), one Governor appointee, one Lieutenant Governor appointee, two Speaker of the House appointees, and two President Pro Tempore of the Senate appointees.

Expresses legislative support for developing an Alabama Spaceport Authority to strengthen economic vitality, enhance world recognition, and expand aerospace and telecommunications opportunities in the state.

Urges the Alabama Department of Transportation, Department of Economic Development, Alabama Board of Education, and other state agencies to cooperate and develop a comprehensive implementation and management plan for the spaceport authority.

Encourages coordination with federal agencies including the Department of Energy and Federal Aviation Administration, as well as engagement with private ventures interested in launching space vehicles from Alabama.
