Creates an interim study committee to review the feasibility of delegating insulin and glucagon administration authority to trained school personnel for students with diabetes.

Committee membership includes chairs of Senate and House Health Committees (or designees), one Senate and one House member appointed by leadership, State Health Officer, Executive Director of State Board of Nursing, Director of School Nurses Program, and one representative each from eight organizations including the American Diabetes Association and Alabama School Nurses Association.

Committee must report recommendations to the Legislature 15 days prior to the 2013 Regular Session to enable preparation of legislation or administrative rule changes allowing diabetic students to safely participate in all school activities.

Committee membership must reflect racial, gender, geographic, urban/rural, and economic diversity of the state, with annual reports to the Legislature documenting compliance with diversity provisions.

Legislative committee members receive regular compensation, per diem, and travel expenses for meeting attendance, with payments drawn from appropriated legislative funds.
